The idea of dump valves is to create an outlet for excess boost pressure, built up after prolonged acceleration. Once the throttle is released, any excess boost pressure creates a negative feedback within the system by flowing back through the intercooler and into the turbo. Without a dump valve, the pressure would normally act against the spinning turbo. By fitting a dump valve, the pressure is released, therefore reducing turbo lag and improving pickup between gears. Forge offer re-circulating dump valves where the air charge is dumped back into the air system (this reduces external noise and improves throttle response) and atmospheric dump valves where the air charge is released into the atmosphere (this creates the classic 'whooshing' sound when changing gear).
